IPIRP COURSE TERMS OF USE
By registering for the NYSP program you agree to and understand the following:
GENERAL
By registering for this program you certify under penalty of perjury that you will complete the entire course without assistance, abide by all terms of the contract and will not knowingly accept a course completion certificate if the course has not been completed. NYSP retains the right to monitor your participation and cancel your enrollment contract if we believe someone other than the enrolled student has been participating in the course. You will not be eligible for a refund.
INTERNET POINT AND INSURANCE REDUCTION PROGRAM (IPIRP)
The Internet Point and Insurance Reduction Program (IPIRP), approved by the Department of Motor Vehicles, is available through private companies or corporations called "Course sponsors" throughout New York State. Each qualifying course must meet strict standards for safe driving information presented and program effectiveness. If you complete an approved IPIRP course:
1) It will help refresh your driving knowledge with a review of time-tested safe driving tips and an overview of today's vehicle and traffic laws.
2) You may be eligible to reduce as many as four (4) points on your driving record. The DMV computer will automatically note your eligibility to receive the reduction.
3) If you are the principal operator of a motor vehicle, you will receive a minimum 10% reduction in the base rate of your automobile and motorcycle liability and collision insurance premiums each year for three years.
MINIMUM TECHNOLOGY REQUIREMENTS
The NYSP IPIRP course will work with both PC and Mac computers and with any major web browser. In addition, the browser needs to support JavaScript and have the Adobe Flash plug-in version 8 or greater. An Internet connection with a dial up modem of 28.8 bps or any high speed connection is also needed to connect to the course. If you are using ID validation Options 1, you must have an available USB port.
MINIMUM COURSE REQUIREMENTS
I. Minimum Instruction Time
The NYSP IPIRP course is 320 minutes in length as required by the New York Department of Motor Vehicles. Students must complete the course within 30 days of registration.
II. Graded Exams
Option 1 Face Recognition using a Web Camera:
Students who choose ID Validation Option 1 are not required to take any graded exams and are therefore guaranteed to pass the course material.
Option 2 Keystroke Recognition:
Students that choose ID Validation Option 2 will be required to complete a final exam as part of the course. The final exam will consist of 20 questions and the student will be given 3 opportunities to pass. The student must answer at least 15 questions correctly in order to pass the course. If the student does not pass on the first attempt, his/her score from previous attempts is combined for a cumulative score. Students that are unable to correctly answer at least 15 questions cumulatively after 3 attempts are failed from the course.
III. Satisfaction Survey
All students are required to complete a satisfaction survey upon completing the course.

IDENTITY VALIDATION
The New York DMV requires all IPIRP courses to validate the student's identity throughout the course. NYSP gives the student an option of two different validation methods. Each method uses a form of biometrics to validate the student's identity. The student must choose a validation method during registration and may not change the method once registration is complete.
The student is required to validate his/her identity 7 times during the course. If the student fails after two attempts he/she is notified and failed from the course.
Option 1 Face Recognition using a Web Camera:
Option 1 uses face recognition technology provided by CompletelyOnline.com. Students who choose this option are required to enroll a digital image of their driver's license and of their face as part of the program. It is the student's responsibility to follow the instructions for the CompletelyOnline program and make sure all enrollment and verification images taken by the web camera are clear and easily identifiable.
The student's driver's license will be verified by a CompletelyOnline.com employee within 24 business hours of course completion. If CompletelyOnline.com determines that the driver's license is not clear enough to be verified, the student will be required to submit a new image.
Option 2 Keystroke Recognition:
Option 2 uses keystroke recognition technology. Students who choose this option are required to enroll a sample of their keystroke as part of the program. In order for the keystroke program to function students must type the exact same way each time. Students that fail to type the exact same way will be locked out from the program.
PAYMENT AND REFUND POLICY
I. Payment Information
We request financial information (credit or debit card number and expiration date) from the customer through our electronic payment submission form. This information is used for billing purposes only. Credit card numbers are stored securely and accessible only to authorized NYSP management.
II. Refund Policy
NYSP does not grant refunds for any reason. Students, who fail any part of the course including the ID validation or the final exam, may begin a new course at no extra charge.
Any student (regardless of validation method) who has not successfully completed the course within 30 days will be terminated without notice and will not be eligible for a refund of any kind.
EMAIL COMMUNICATIONS
The student is required to provide an email address at registration. NYSP communicates with students primarily via email. Many of these emails are automatically generated including login information, confirmation of registration, confirmation of completion, and confirmation of cancellation.
Our partner, CompletelyOnline.com also communicates with students via email. Students that choose an ID validation method that utilizes the CompletelyOnline service, will receive email feedback from CompletelyOnline.com.
To ensure that you receive NYSP and CompletelyOnline.com emails, it is important that students place NYSP and CompletelyOnline.com on their email's "safe" or "white" list. Not doing so may cause these emails to be placed in the junk folder or deleted by the email program. Neither NYSP nor CompletelyOnline.com are responsible for any loss that may occur as a result of deleted or lost email communications.
LIMITATIONS OF LIABILITY
The information provided within the course is accurate to the best of our knowledge. However, no guarantee of suitability for any purpose is offered or implied. No responsibility is assumed by NYSP for any use, or for any consequences resulting from any use of the information.
NYSP is not responsible for Internet connectivity issues with the student's computer.

Third Parties
NYSP does not provide or sell personal or demographic information about customers to any outside third party for their own use. Though every effort is made to preserve user privacy, we may need to disclose personal information when required by law wherein we have a good-faith belief that such action is necessary to comply with an appropriate law enforcement investigation, current judicial proceeding, a court order or legal process served on our website, or as required by law.

DISPUTE POLICY
By registering for the NYSP program you agree to submit any dispute arising under this agreement, except a dispute alleging criminal violations or seeking punitive damages or damages for mental anguish, to arbitration in accordance with the rules of the Better Business Bureau (Binding). A volunteer arbitrator will render a decision based upon fairness, not necessarily upon legal principals, but it will be final and binding on both parties. Judgment on the decision may be entered in any court having jurisdiction. You will not have to pay anything for arbitration.
This agreement to arbitrate affects important legal rights. Neither you nor NYSP will be able to go to court for a dispute once there is an agreement to arbitrate.
